The UNIDO Resources Efficient and Cleaner Production (RECP) Demonstration Project is a component of the Regional Program Greening Economies in the European Union’s Eastern Neigbourhood Countries (EaP GREEN). The programme’s objective is to assist European Union’s six Eastern Neighborhood Partnership countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) in progressing faster towards green economy by decoupling economic growth from environmental degradation and resource depletion. Such a development should result in higher productivity and competitiveness, better management of natural capital, enhanced environmental quality of life, more resilient economies, and new business and export opportunities.

EaP GREEN responds to commitments made by countries, the European Union and other partners in major international forums including the Rio+20 Earth Summit. This four years program (2013-2016) is funded by the European Union and other donors including the governments of Austria, Norway, Slovenia, Switzerland, and the Netherlands. The EaP GREEN program is jointly implemented by a consortium comprising OECD (lead partner, and responsible for environmental policy and strategy advice), UNECE (responsible for improved use of (Strategic) Environmental Impact Assessment (EIA) for green economic development), UNEP (responsible for pilot projects in organic agriculture and sustainable public procurement) and UNIDO (responsible for fostering RECP uptake in particular in food processing, construction materials and chemicals and allied manufacturing sectors).

Specific objectives of the EaP GREEN Program are:

  • Mainstream sustainable consumption and production into national development plans, legislation and regulatory frameworks so that sound incentives are provided for development in line with policy commitments and good international practices, including those encouraged in the EU;
  • Promote the use of the Strategic Environmental Assessment (SEA) and Environmental Impact Assessment (EIA) as essential planning tools;
  • Facilitate the greening of selected economic sectors (manufacturing, agriculture, food production and processing, construction).

Respectively, EaP GREEN is structured around three components: (i) governance and financing tools; (ii) SEA and EIA: accompanying SCP policy implementation; (iii) demonstration projects.

The UNIDO Demonstration RECP Project falls under the third component of the Programme and it supports in each of the six EaP countries:

  • The creation of human and institutional capacities for RECP;
  • The demonstration, dissemination and replication of  RECP in priority sectors (chemicals, food and construction materials); and
  • Transfer of and investment in RECP technologies.

Objective of the UNIDO Demonstration RECP Project is to improve resource productivity and environmental performance of enterprises and other organizations in order to put the green economy into practice.

The UNIDO component is thematically and organizationally embedded in the framework of the implementation of the joint UNIDO-UNEP RECP programme for developing and emerging economies (http://www.unido.org/cp/). International good practice methods and strategies from this programme under the present project are being implemented in the six EaP Countries.

Funding of the UNIDO component is provided by the European Commission with additional co-funding from UNIDO, the Government of Slovenia and the Austrian Development Bank (OeEB).
